A civilian was killed and two others were wounded in an explosion at the state-owned Ferrominera Orinoco steel mill near Maracaibo in Zulia state early on 20 September. The Minister of Basic Industries, José Khan, claimed that the explosion was the result of “sabotage [and] terrorism” and was an attempt to “paralyze the basic [state-run] enterprises”.
